AS 42.05.695, as enacted by sec. 2 of this Act, is amended by adding a new subsection to read: (d) For each source of electricity, the retail supplier shall disclose to the consumer the supplier's best estimate of carbon dioxide emissions per billion BTU or other unit of energy output that is understandable by consumers." Renumber the following bill sections accordingly. Page 2, following line 26: Insert a new bill section to read: "* Sec. 6. Section 3 of this Act takes effect January 1, 2009." AS 42.05.711(f) is amended to read: (f) Notwithstanding any other provisions of this chapter, an electric or telephone utility that does not gross $500,000 annually may elect to be exempt from the provisions of this chapter other than AS 42.05.221 - 42.05.281 and 42.05.695 under the procedure described in AS 42.05.712."
